seemed
like
exciting
news;
on
December
17th
2014
President
Obama
signed
a
massive
$1.1-trillion
omnibus
appropriations
bill
into
law,
which
will
keep
the
government
running
through
September
2015.
The
1,600-page
bill,
lauded
as
a
bipartisan
bill
approved
by
both
houses
of
Congress,
includes
$2.35
billion
for
drinking
water
projects
and
$6.5
billion
for
water
development
projects.
Sounds
good,
right?
Well,
hold
the
spigot
in
one
hand
and
bottled
water
in
the
other.
Things
do
not
flow
as
free
and
easily
as
a
wild
stream.
